At Umeå Parkerings AB, Upab, we safeguard your personal privacy and strive for a high level of data protection. This information explains how we collect and use your personal information. It also describes your rights.

On May 18th 2018 a new EU regulation began to apply in the entire EU. The regulation is called GDPR (General Data Protection Regulation) and it replaces the Swedish Personal Information Law. This means that the requirements on how authorities, companies and organizations can process your information are tightened and the protection of privacy is strengthened.

At Umeå Parkerings AB, Upab, we safeguard your personal privacy and strive for a high level of data protection. This information explains how we collect and use your personal information. It also describes your rights.

It is important that you read through and understand the information and feel confident in our processing of your personal data. If you have any questions, you are always welcome to contact us.

The principle of public access to official documents

Upab is a municipal company which means that the company complies with the princible of public access. This means that all documents, including personal data collected are public documents that can be disclosed to anyone who requests it. However, in some cases, the information may be considered confidential and therefore not disclosed.

What is personal data and what is the processing of personal data?

Personal information is any kind of information that can be linked to you as a person, such as name, address, personal number, contact information such as telephone number and e-mail address.

Processing of personal data is what happens with the personal data. Each action taken with personal data constitutes a processing, regardless of whether it is performed automatically or not. Examples of common treatments are collection, registration, organization, structuring, storage, processing, transfer and deletion.

 

This is how we process your personal data

 

You are a property owner who wants to make parking pay-off

We provide parking spaces to property owners according to parking norms. To fulfill our commitments, we collect information about the company and relevant contacts. This may include information such as property designation, name, email and telephone number.

You are a property owner who wants to hire Upab regarding parking

Information is collected upon contact with the property owner prior to writing agreements regarding supervision, operation and lease, as well as rental agreements and agreements on the purchase of maintenance services. The information is used to fulfill our obligations according to the agreement.

You rent an appartment

When you sign a tenant agreement with us, we need to process personal information about you, such as information about your finances and how you have handled previous housing and rental payments. This means that we do a credit report, collect information from the debt collection company and the Enforcement Authority and process employment contracts and other certificates or documentation that prove your income. If necessary, we also include references from previous landlords. We do not store credit information or information from debt collection companies and authorities that we have collected to approve you as a tenant.

You apply for a parking card and digital parking permit

When you apply for a parking card or digital permit, we process your personal information as we have a legitimate interest in processing the application. If you later enter into a contract with us, we will deal with these in order to fulfill our obligations as a contracting party. In the event of non-payment, your information may be forwarded to the collection company or the Enforcement Authority for handling.

When you register an account with Parkster, they process your personal information in accordance with their privacy policy. When you then apply for a digital parking permit in one of Upab’s areas, we process information such as telephone numbers and vehicle licens plate numbers that you have provided to Parkster in order to fulfill our obligations in accordance with the agreement.

When you make a purchase in our ticketless parking machines, we process your information for identification and/or automation for parking monitoring and necessary administration. Your personal information is processed when we have a legal obligation to do so. Your personal information is treated by Cale/Flowbird AB. The personal data assistant is committed by contract to protect the data and not to process personal information in other ways as per Upab’s instructions.

If you rent staff parking or parking through one of our partners, we will verify that you meet the parking conditions that you entered into when you signed the contract. We may then share personal data with external parties to verify that these conditions are still being met.

You buy a parking permit through one of our resellers

When you get permission to park on one of our parking lots through one of our resellers, Upab is responsible for personal data processing. The reseller gives us your license plate number so that we can verify those cars that are in some of the parking areas we monitor. We access the license plate number since we have a legitimate interest in checking which cars are allowed to park in our areas. We do not register any other personal data in our systems.

When using our electronic key systems

When you collect keys from us, these are acknowledged by a key receipt, we may also collect authorizations for keys. We need these to ensure the safe delivery of keys in accordance with agreements.

When you use the electronic key system or access control systems (also called tags) to get into the car parks, garages, homes, facilities, etc, we register them in order to fulfill our agreement with you as a contractor.

We may disclose that information to the Police in the event of a criminal investigation.

You have been issued a control fee

Upab issues the fees in accordance with the law on control fees for illegal parking (SFS 1984: 318). The issuance and associated personal data handling constitute a task of general interest.

When issuing a control fee, the owner information for the vehicle is retrieved from the Swedish Transport Agency’s road traffic register. The personal information that is registered are the vehicle licens plate number and the owner’s name, personal number and address.

In the case of an appeal of a control fee, personal data is processed to manage the appeal case. This also applies to additional personal information that you provide to us in your appeal. In the event of non-payment of a control fee, the case is forwarded to the collection company or the Enforcement Authority for handling.

You have been issued a parking fine

Upab issues parking fines in accordance with the law on parking infractions (SFS 1976: 206). The issuance of a parking fine and associated personal data handling constitutes an exercise of authority.

When issuing a parking fine, information about the vehicle and its owner is retrieved from the Swedish Transport Agency’s Road Traffic Register. The information recorded is the vehicle license plate number and the owner’s name, personal number and address.

The parking fine is forwarded to the Swedish Transport Agency, they process the fee. When disputing the complaint, information is provided to the Police Authority, whom is the appeal authority for parking fines.

When you contact us

When you contact us via e-mail, the chat tool, the contact form or through social media, we handle your contact information to be able to communicate with you and answer your questions. If you contact us via social media (Facebook), it is important that you read their information about personal data management.

Camera surveillance

Upab uses surveillance cameras for the purpose of preventing criminal activities and ensuring the safety of the persons in the environments that are particularly vulnerable. The camera surveillance carried out by Upab is based on the legal basis of common interests, since the interest in preventing crime and damage, as well as ensuring safety and order, is something we value highly. The video data is stored for a maximum of 30 days. We do not share the information with anyone other than law enforcement who can request this in the event of a suspected crime.

This is how long we keep the information

We will retain your information for as long as necessary to fulfill our contractual obligations towards you and in accordance with statutory storage periods for each purpose. These obligations are for example from accounting and tax laws, banking and money laundering laws, the archive law and local laws. It may also be that the processing is necessary for us to be able to establish, enforce or defend legal claims.

Corrections and transparency

Upab strives to ensure that all the information we process is accurate. Of course, this also applies to the personal data we collect. In the event of any information proving incorrect, a correction is made without delay. You are, of course, entitled to access the information we have registered about you. If you would like to access this information or have other questions regarding our processing of personal data, please contact us via the information below . A processing fee may be charged.

Rights according to The General Data Protection Regulation (GDPR)

As a registered user, you have certain rights under The Genera Data Protection Regulation (GDPR). In addition to the rights listed below, you also have the right to submit a complaint to the supervisory authority (The Swedish Data Protection Authority) at any time, this is easiest to do on their website.

Your rights:

  • You have the right to get information on how your personal information is being handled.
  • You have the right to request a copy of your personal information.
  • You have the right to request corrections to your personal information.
  • You have the right to request the deletion of your personal information.
  • You have the right to request that we temporarily not process your information for a specific purpose.
  • You have the right to transfer your personal data.
  • You have the right to contradict automated decision making

If you have any questions or feel that we have in any way failed in our handling of your personal data, you can contact our personal data coordinator via e-mail or send the information in writing to our postal address which you will find below.

If you have complaints about how we handle your personal data, you can also send these to the The Swedish Data Protection Authority, which is the supervisory authority. More information can be found on their website.
